Great to find that the fire fighters offer the service to refill car extinguishers and other ones. They were very responsive when chatting on WhatsApp and had the time to answer my questions. The service of refilling car extinguishers, cost (2020) COP15.000 and they do it any time as they are there 24/7. They also visually check my extinguisher in front of me, before the service to make sure the status of it and informed me what the other provider had done to the device the year before.
